Judge Napolitano posed the same question regarding the report that US took out Russia's underwater gas line to Germany. He claimed it was an act of war against Germany and Russia. And since Joe did not get authorization from Congress it was a vilotation of the Constitution. So Trump get's impeached over a phone call to Z but breach of Constitution is not an impeachable offense.
