I went on the Schwab web site to place a order for a 6 month T-Bill and I get this message before I make the trade:

" It is possible that rates on Treasury securities purchased at auction could be negative resulting in a loss to you."

How is that possible if I am buying a 6 month T-Bill?

What on earth can that mean? It only makes sense if rates are at Zero or negative, which they are not at the present time?
